Soviet Strategic Nuclear Measures Of Effectiveness (1992) By Claire Mitchell Levy
 
This Note, based on work begun prior to the breakup of the Soviet Union, analyzes the specialized Soviet military operations research and modeling literature to determine Soviet views about measures of merit for assessing the intercontinental nuclear balance and the effectiveness of intercontinental nuclear forces. It identifies specific measures that might be used at the General Staff level, and that could be appropriate for use in a U.S.-style strategic exchange model, in order to compare Soviet balance assessments with U.S. evaluations.
